Use new tools like citizen assemblies to bring new and representative voices into council conversations to better inform decisions.
Continue the use of co-governance with mana whenua fully participating to give a richer discussion and quicker and cheaper processes.
Give away decision-making where appropriate – council is elected to ensure good decisions are made, not to make every decision themselves.
