Utilities and services
Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

Ensure the community has access to reliable rubbish and recycling services to meet community needs and reduce landfill while preventing dumping.
Ensure water, wastewater and street cleaning services are reliable, efficient and future-ready.
Move dog licensing to a digital microchip system to reduce plastic waste, including thousands of plastic tags, and improve tracking.
Work hard on council to be transparent about Three Waters so they do not use it as just another avenue to create debt.
Introduce a new rubbish and recycling system that includes food scraps.
