But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

Provision of utilities is a district council (not regional council) function, however all must be considered through a climate change lens.
Ensure that roof water collection is supported (not dis-incentivised) in planning documents. Ditto solar power generation.
Attempt to ensure all new urban effluent plant discharges are to land, not water, wherever this is feasible.
