Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

Insist on carrying out a full assessment of underground infrastructure before any planned major above ground work commences.
Keep advocating for improvements with all basic services and address lack of cohesion between some council units.
Retain local control of water services and invest in durable, chlorine-free drinking water infrastructure.
Upgrade ageing pipes to cut leakage, reduce long-term costs and prepare water networks for future growth.
Reduce illegal dumping by improving recycling services, community awareness and stronger enforcement where needed.
