Horizons Regional Council

Horowhenua General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). two councillors will be elected from the Horowhenua constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper.     Reduce bureaucracy and focus efforts on practical and local-led actions that deliver real value now and for future generations.

  • Accept that the public is entitled to know what is happening and more importantly why it is happening.

    Listen to the iwi point of view as they have respect for the land.

    Monitor internal operations and procedures to ensure efficient and controlled operation.

  • Continue to advocate for the community voice to be heard in council and represent the community effectively.

    Ensure council decision-making is equitable and a fair representation of our region's diversity.

    Promote and support greater hapū and iwi partnership and involvement in council activities and decision-making.
