Horizons Regional Council

Palmerston North General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). four councillors will be elected from the Palmerston North constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Climate change poses a huge challenge for communities as more frequent extreme weather events require us to rethink how we live and where. Local authorities are at the forefront of efforts to respond, with responsibilities for environmental planning and regulation, as well as civil defence. Many councils have plans to reduce emissions in their area and are working to help their communities adapt to a warming world.

    Ensure inclusive civil defence by supporting elderly, disabled, migrants and rural areas with clear, culturally aware communication.

  • Ensure city expansion is compact and new hard-surfaced areas retain storm water and release it over time.

    Take practical steps to keep flood protection resilient to more severe rain events by giving rivers more space and not building banks higher.

  • Ensure communities are resilient in the face of our changing climate.

    Ensure the region has an efficient, effective and locally specific civil defence.

  • Ensure communities are protected from increased natural hazards as a result of climate change.

    Ensure council is taking responsibility for reducing its own greenhouse gas emissions.

    Take a lead in assisting the community to reduce its greenhouse gas emissions.

  • Ensure council's civil defence and emergency management role enables a coordinated multi-agency response to emergencies within the region.

    Support the reduction of the region's greenhouse gas emissions towards net zero 2050, or sooner, via an agreed pathway for a just and equitable transition.
