Conduct annual Horizons image, perception and knowledge surveys to monitor progress against the plan if not done so already.
Encourage more community partnerships, including with iwi, to help wetland, biodiversity and biosecurity programmes and build a larger workforce.
Increase regular engagement with the public, especially on what it is that Horizon does owing to lack of awareness and perception of not providing value for money.
