Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

Adopt a regional approach to waste management including separation of organics and recycling, allowing minimal cartage to their end market.
Approach water infrastructure on a catchment basis, such as recognising Invercargill's drinking water is downstream of Winton's wastewater.
Develop catchment plans and invest in stormwater where required, maintaining and protecting the capacity of natural watercourses through planting.
Continue to work on developing effective recycling and rubbish collection initiatives through Southland.
