Horizons Regional Council

Palmerston North General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). Four councillors will be elected from the Palmerston North constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper.   • Expand our priority habitats programme for protecting and enhancing bush and wetland habitats.

    Increase resourcing of compliance and enforcement to enable adequate consent monitoring and to address pollution events.

    Work with local councils to implement backyard trapping programmes to enhance neighbourhood biodiversity.

  • Establish reforming agricultural subsidies.

    Establish marine protected areas.

    Establish biodiversity offsets.

  • Maintain and enhance native biodiversity, including through pest management, collaboration, community funding and environmental education.

    Protect and enhance our most threatened and at-risk terrestrial ecosystems, from inappropriate use and development.

    Empower our communities by providing a biodiversity fund for community-led projects that improve biodiversity, including on private land.

  • Improve on and add to our pest eradication programme that enhance our natural reserves.

    Establish programs and educate community on waste management and minimisation.

    Commit to environmental monitoring that will give us data we need to improve our systems.
