Horizons Regional Council

Palmerston North General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). Four councillors will be elected from the Palmerston North constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper.   • Ensure our plan change under the National Policy Statement on Freshwater Management sets standards that will properly and permanently address freshwater quality and quantity issues.

  • Aim to ensure all of our waterways are improved to become swimmable over time.

    Ensure we have appropriate processes in place for sustainable water allocations.

  • Aim for improving our awa by protecting it's mauri and enhance its mana.

    Fresh water quality and flow – committed to keeping our awa safe.

    Aim to improve irrigation usage and find solutions that will benefit the environment, awa, whenua me ngā tangata.

  • Implement central government's essential freshwater package, including the revised National Policy Statement for Freshwater Management.

    Develop a long-term vision for freshwater through discussion with tangata whenua and our communities, and give effect to Te Mana o te Wai.

    Restore and protect the health of our waterways – stop further degradation, reverse damage and bring freshwater ecosystems to a healthy state.
