Horizons Regional Council

Palmerston North General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). Four councillors will be elected from the Palmerston North constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Climate change and resilience

Climate change poses a huge challenge for communities as more frequent extreme weather events require us to rethink how we live and where. Local authorities are at the forefront of efforts to respond, with responsibilities for environmental planning and regulation, as well as civil defence. Many councils have plans to reduce emissions in their area and are working to help their communities adapt to a warming world.

  • Commit to reducing greenhouse gas by our council being carbon neutral by 2025.

    Adapt to climate change through leading by example as a council, eg electronic waka 2026.

    Commit to civil defence, ensuring council is up to date with current trends and equip for such events from pandemic to natural disasters.

  • Ensure our communities are protected from increased natural hazards as a result of climate change.

    Ensure council is taking responsibility for reducing its own greenhouse gas emissions.

    Take a lead in assisting the community to reduce its greenhouse gas emissions.

  • Reduce greenhouse gas emissions across the region towards net zero 2050, or sooner via an agreed pathway for a just/equitable transition to net zero.

    Empower our communities through a climate action community fund for community-led projects for reducing greenhouse gas emissions and climate adaption.

    Factor in climate change when planning for our region's native biodiversity and aquatic ecosystems, so they are resilient into the future.

  • Commit to council making homes more energy efficient.

    Commit to council phasing out gas-powered equipment.

    Commit to council putting up more wind farms for more efficient power source.
