Invercargill City Council

The Invercargill City Council provides local services and facilities, such as public transport, rubbish and recycling, libraries, parks, and recreation facilities. It also makes decisions about building and planning, local regulations, and infrastructure, such as water supply and sewerage. The council is made up of 12 councillors and the mayor. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Local councils are responsible for land use planning under the Resource Management Act, which affects where and how new houses are constructed, as well as the design of cities and towns. In some areas, councils also provide housing to those who need it most.

  • Complete the CBD development including the streetscape project to connect SIT to the CBD.

    Increase emergency housing spaces.

    Improve housing quality by working with key agencies to upgrade or replace housing that is unhealthy.

  • Review building consent and resource management processes to improve response times for residents and developers.

  • Ensure there is a practical city development plan that is reviewed and improved yearly.

    Ensure land and building consents are processed within weeks not months. We need to ensure the same standards are used for all applications.

    Stop owning or providing housing. It is not a function of the council to provide low-cost housing. Social services must manage these costs.

  • Ensure the delivery of all of our urban revitalisation projects. Restart the heart of the city!

    Drive for district planning changes that allow for medium density housing, infill housing and inner-city living.

    Continue to ensure that the council provides elderly housing through a self-sustaining model.

  • Increase land supply for housing development and supporting those who build new houses via streamlined consenting processes.

    Make it easier for developers to use approved alternative building materials, ie not just GIB.

  • Commit council to investigate and support provision of basic overnight sleeping shelter pods for people in need as commonly provided in Japan.

    Commit council to supporting existing house building providers expediently, providing consents and inspections to expedite fast house builds.

    Commit council to working with community and central government to expedite housing regulations making provision for eco design house builds.

  • Continue to support community-driven urban revitalisation.

    Partner with other organisations to provide high quality council housing.

    Partner with existing organisations working in the homelessness space to facilitate sound solutions.

  • Commit council to increase and develop sustainable, accessible functional housing to the elderly, disabled and those on low incomes.

    Commit council to seeking co funding and or investment resources to stay under budget on urban spaces and streetscapes.

    Commit council to prioritise and action suitable excess land to be utilised for housing after consultation with the community.

  • Encourage the building of new, low cost housing through modifying the consent process.
