Mayor of Kāpiti Coast

The mayor is the leader of the council. Their job is to promote a vision for the district and lead the development of the council’s plans, policies and budget. The mayor appoints the deputy mayor, establishes committees for particular topics, and appoints chairs for those committees. This is a single transferable vote (STV) election, so you vote by ranking the candidates on your ballot paper. Local councils are responsible for land use planning under the Resource Management Act, which affects where and how new houses are constructed, as well as the design of cities and towns. In some areas, councils also provide housing to those who need it most.

    Support outcomes from consultation regarding regulation and interface issues within council. Open for business and approachability high priority.

    Take consultation outcomes for a "Community Housing Trust" to the next stage of implementation, incorporating community/industry feedback.

  • Introduce proactive measures to reduce compliance costs, eg information and training sessions for community seeking consents.

    Support alternative housing solutions, eg co-housing, community trusts, tiny homes.

    Encourage low impact environmental design for all new developments.

  • Investigate a consent rebate scheme for affordable development and housing.

    Audit all town centres and identify immediate improvements and opportunities for enhancement.

    Implement and monitor the Growth Strategy, encouraging development with transport connections and open spaces.

  • Discourage high or medium density building in areas at risk of flooding through SLR.

    Encourage medium or higher density in other areas including mixed use zones.

    Require development to provide high quality urban spaces and good connectivity for bikes and pedestrians.

  • Continue to enact the housing programme of work. This lays out council's response to the housing crisis.

    Set up an independent housing trust and ensure this is adequately funded and that its mission is for purpose.

    Fast track elements of the housing programme that have not yet been investigated, such as developer contributions and inclusionary zoning.

    Work with developers to enable medium and high density housing development around transport hubs.
