Mayor of Napier

The mayor is the leader of the council. Their job is to promote a vision for the city and lead the development of the council’s plans, policies and budget. The mayor appoints the deputy mayor, establishes committees for particular topics, and appoints chairs for those committees. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Climate change poses a huge challenge for communities as more frequent extreme weather events require us to rethink how we live and where. Local authorities are at the forefront of efforts to respond, with responsibilities for environmental planning and regulation, as well as civil defence. Many councils have plans to reduce emissions in their area and are working to help their communities adapt to a warming world.

    Ensure the council has a full understanding of climate change and natural disaster risk from which to develop policy.

  • Implement the Hawke's Bay civil defence transformation plan resulting from the review recommendations after Cyclone Gabrielle.

    Progress the current commitment to net-zero emissions by 2050, including the interim goal of 63% reduction by 2035, and become entirely carbon neutral by 2030.

    Upgrade infrastructure including storm and wastewater to protect against weather events and align investment with climate resilience goals.

  • Ensure any regional approach to emergency management is managed to avoid isolating Napier as experienced during the cyclone.

    Ensure emergency management and civil defence setups are funded appropriately to educate the community and respond to events.

    Ensure preparedness for future weather events by prioritising infrastructure such as larger pumps and pipes ahead of unnecessary projects.
