Mayor of Napier

The mayor is the leader of the council. Their job is to promote a vision for the city and lead the development of the council’s plans, policies and budget. The mayor appoints the deputy mayor, establishes committees for particular topics, and appoints chairs for those committees. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Utilities and services

Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

    Transition to a regional water services delivery entity to ensure Three Waters are affordable, resilient and meet regulatory standards.

    Upgrade the animal control facility to enhance animal welfare, improve operational capacity and better support staff health and safety.

  • Maintain existing kerbside rubbish and recycling systems encouraging increase in clean recycling and reductions in household waste.

  • Continue exploring ways to divert rubbish from the landfill with better separation and recycling to slow the need for new landfills.

    Prioritise three waters as part of the back to basics approach and reassess the decision to adopt a regional model with pumps and pipes first.

    Upgrade the city's animal control facility to meet modern animal welfare guidelines as a council core responsibility.
