Kaipara District Council

Wairoa General Ward
The Kaipara District Council provides local services and facilities, such as public transport, rubbish and recycling, libraries, parks, and recreation facilities. It also makes decisions about building and planning, local regulations, and infrastructure, such as water supply and sewerage. The council is made up of nine councillors and the mayor. Councillors are elected to represent wards (areas in the district). Three councillors will be elected from the Wairoa ward. This is a single transferable vote (STV) election, so you vote by ranking the candidates on your ballot paper. Utilities and services

Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

  • Initiate subsidies to all urban residents on town water, to install rainwater tanks for garden utilisation. Rainwater belongs to everyone.

    Introduce better value rubbish and recycling programmes. Deter rubbish burning, particular hazardous and plastic waste.

    Implement weekly SPCA visits to manage pet neutering in town and rural areas – we funded it for Covid-19 vaccinations, so can't be too difficult.

  • Council to provide for rubbish removal (wheelie bins) and recycling bins at their own cost.

    Three Waters proposed policy is unacceptable in the current presented form and needs to be amended to suit both rural and urban rate payers.

    Provide infrastructure for fresh water supply and with help of central government but monitored by local government.

  • Advocate for the waste minimisation services to be rolled out for our community, including removal of yellow recycling bags.

    Advocate for circular economy opportunities for our residents and businesses.

  • Make sure council drinking water is safe and sustainable, stormwater is well managed, and our wastewater is properly treated and disposed of.

    Ensure communities have a say in what utilities are provided to them.

    Work together to ensure our district is safe to stay, work and play. Improve accessibility, security, roaming dogs.

  • Stop Three Waters. Focus on a better funding model and improvement to the actual services rather than mucking around with governance.

    Review animal control and street cleaning services as these have been revised by the previous council.

  • Ensure Dargaville gets an upgraded septic system and that the locals get this at the most economic price as early as possible.

    Review the stance on Three Waters as the current model is unacceptable.

    Have a honest look at the recycling within the district and the encouragement of plastic reduction.
