Horizons Regional Council

Manawatū-Rangitīkei General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). Two councillors will be elected from the Manawatū-Rangitīkei constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Protecting the environment and managing natural resources is a key responsibility of regional councils. Regional councils are often also involved in pest control and resource management.

Protecting the environment and managing natural resources is a key responsibility of regional councils. Regional councils are often also involved in pest control and resource management.

  • Maintain and enhance possum control measures throughout the region which is core council business, protecting the environment and economy.

    Encourage waste minimisation and good environmental practices by supporting programs in the region's schools, such as Enviroschools.

    Working constructively and positively with private landowners, helping them protect valuable biodiversity on their properties.

  • Commit strongly to existing programmes that improve biodiversity – especially if they have become restrained in recent years.

    Provide adequate incentives for protection of important natural values on private land. The burden often falls unfairly on a few people.

    Ensure information pertaining to natural areas, native species, rivers, wetlands and coastal areas is up-to-date and useable.

  • Ensure council's programme of biodiversity and pest management continues, based on highest identified priorities.

    Ensure council works with all parties to have an effective enforcement and compliance programme, based on a partnership model.

    Ensure the council has a pragmatic, balanced, and effective environmental monitoring and reporting programme.
