Horizons Regional Council

Manawatū-Rangitīkei General Constituency
The Horizons Regional Council is the regional council for the Manawatū-Whanganui region. It makes decisions about managing resources in the region, such as air, water, soil and the coastline. It also carries out plant and pest control, helps prepare for natural disasters, and is involved in regional transport. The council is made up of 14 councillors. Councillors are elected to represent constituencies (areas in the region). Two councillors will be elected from the Manawatū-Rangitīkei constituency. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper.   • Remove barriers to fish passage, especially to important rivers and wetlands.

    Encourage habitat improvement along rivers and around wetlands.

    Ensure existing policies around minimum flows and water quality are enforced in an adequate but fair manner.

  • Continue and improve up to date reporting the great swimming opportunities in our region's rivers during the summer swimming season.

    Ensure the public are well informed when it's unsafe for swimming in the regions rivers such as around large rainfall events.

    Fencing and planting (where practicable) around the region's rivers and streams continue to be encouraged.

  • Ensure council monitors and supports initiatives to improve and maintain freshwater quality to acceptable standards.

    Ensure council works actively with iwi and irrigation users to identify and maintain appropriate levels of irrigation.

    Ensure council develops programmes to support freshwater quantity and flow to support biodiversity targets.
