Rangiora-Ashley Ward
The Waimakariri District Council provides local services and facilities, such as public transport, rubbish and recycling, libraries, parks, and recreation facilities. It also makes decisions about building and planning, local regulations, and infrastructure, such as water supply and sewerage. The council is made up of ten councillors and the mayor. Councillors are elected to represent wards (areas in the district). four councillors will be elected from the Rangiora-Ashley ward. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Local councils are responsible for land use planning under the Resource Management Act, which affects where and how new houses are constructed, as well as the design of cities and towns. In some areas, councils also provide housing to those who need it most.

  • Continue to invest, increase and develop council housing supply to above government healthy living standards.

    Investigate the feasibility of a local rates rebate for over-65s and single-parent households.

    Support higher-density development in areas that make sense, allowing for more options around public transport and community facilities.

  • Ensure new subdivisions comply with provision of great open spaces, walkways, cycleways and swales for drainage to halt flows into the Kaiapoi River.

    Increase affordable and pension housing greatly next year with projects approved to commence, including 20 in Kaiapoi and 26 in Rangiora alone.

    Support the district plan just approved after three years of independent review to provide growth for employment and housing for more people.

  • Encourage intensification of housing where appropriate within existing residential hubs.

    Open new areas for residential development in a sustainable way as described in the council plans, eg around the Rangiora Airfield.

    Preserve prime agricultural land through zoning requirements.

  • Maintain and improve council-owned housing so it continues to meet needs and is fit for purpose, being modern, safe, warm and healthy.

    Support central government Resource Management Act reforms to improve the local consenting process by reducing costs, charges and timeframes to build.

    Support smarter housing developments by stopping the loss of productive farmland with infill developments closer to existing services.

  • Develop and promote district housing issues to assess need, unlock and encourage more accommodation and inform government on homelessness.

    Publicise a district-wide council map of land use plans illustrated by an expert process communicator to all stakeholders.

  • Promote affordable, quality housing through smart planning and partnerships.
