Taradale Ward
The Napier City Council provides local services and facilities, such as public transport, rubbish and recycling, libraries, parks, and recreation facilities. It also makes decisions about building and planning, local regulations, and infrastructure, such as water supply and sewerage. The council is made up of 12 councillors and the mayor. Councillors are elected to represent wards (areas in the city). Four councillors will be elected from the Taradale ward. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Utilities and services

Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

  • Continue working on our Three Waters projects, including building a new reservoir on Mataruahou.

    Expansion of our City Assist programme and CTV coverage across the city.

    Completion of Napier War Memorial Restoration.

  • Introduce council kerbside collection of food waste, for composting. This reduces methane emissions at the landfill and creates jobs.

    Take an intergenerational and environmental approach to water, valuing local communities and Te Mana o te Wai (Ministry of Environment document).

    Create vehicle and dog-free zones at nesting time for native coastal birds, including kororā in Ahuriri and dotterels on northern beaches.

  • Continue improvements to water quality. Encourage community led conservation of water and responsibility for drains and open waterways.

  • Establish, deliver and promote programs that target how we need re-think the way we shop in order to minimise the waste going to refuse.

    Continue to oppose the Three Waters reform and continue to look into better alternatives such as the regional Hawkes Bay model.

    Ensuring that Council services match council rates by ensuring infrastructure and services are fit for purpose.

  • Continue to support the NCC's objection to central government proposal for Three Waters and promote the regional alternative.
