Horowhenua District Council

Levin General Ward
The Horowhenua District Council provides local services and facilities, such as public transport, rubbish and recycling, libraries, parks, and recreation facilities. It also makes decisions about building and planning, local regulations, and infrastructure, such as water supply and sewerage. The council is made up of 12 councillors and the mayor. Councillors are elected to represent wards (areas in the district). Five councillors will be elected from the Levin ward. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Helping communities get from A to B is a key responsibility of local government, from making sure the buses run on time to providing car parking and walking and cycling paths. Whether public transport is the responsibility of the regional or local council depends on where you are in the country. Local councils also own 87% of New Zealand’s roads.

  • Support regional council strategy for the electrification of rail system to Levin.

    Support the council's Shared Pathway Strategy to increase pathways and cycle ways across the district, and push for a bridle way on the O2NL.

    Work with regional council to develop improved transport connectivity for our centres.

  • Strategise to increase the availability of effective public transport options within and between our communities and the wider region.

    Support ongoing provision of walking and cycle pathways in new or re-developments.

    Advocate for the electrification of rail lines through to Shannon and Palmerston North to enable more frequent and climate friendly travel.

  • Support the O2NL Expressway Plans. However, council needs to continue to be the voice of the community and advocate for road safety.

    Continue shared pathway strategy, building more space for cycling into existing roading.

    Advocate to Horizons for better regional connections. Our community has the right to be able to travel on public transport across our region

  • Expand the cycle way program as Levin is an ideal venue for cycling.

    Assist the rapid construction of the Ōtaki to north of Levin highway to remove the State Highway 1 traffic from the town centre.
