Levin General Ward
The Horowhenua District Council provides local services and facilities, such as public transport, rubbish and recycling, libraries, parks, and recreation facilities. It also makes decisions about building and planning, local regulations, and infrastructure, such as water supply and sewerage. The council is made up of 12 councillors and the mayor. Councillors are elected to represent wards (areas in the district). Five councillors will be elected from the Levin ward. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Local councils are responsible for land use planning under the Resource Management Act, which affects where and how new houses are constructed, as well as the design of cities and towns. In some areas, councils also provide housing to those who need it most.

  • Advocate for and protect land usage zones, protect urban green spaces and parks and ensure we have these spaces available.

    Advocate and facilitate pathways for iwi and diverse groups to become social housing providers.

    Provide incentives or rebates for people who provide below market/affordable rents and or contributing to social housing.

  • Support innovative solutions to increase housing affordability – such as tiny houses or transportable homes.

    Provision of social and community housing – either directly or through arrangements with other providers.

    Ensure the provision of green spaces, parks and playgrounds in walking distance of all housing areas.

  • Increase reporting of progress on the range of actions held within the existing housing plan and its impact on housing affordability.

    Support review of district plan policies to establish whether or not there is sufficient flexibility to enable innovative housing solutions.

    Consider rates remission policy for landlords that can evidence that they've provided rental accommodation below market rental.

  • Protect the highly productive land from urban spread.

    Institute an accelerated consenting process for buildings constructed using already approved plans.
