Horowhenua District Council

Levin General Ward
The Horowhenua District Council provides local services and facilities, such as public transport, rubbish and recycling, libraries, parks, and recreation facilities. It also makes decisions about building and planning, local regulations, and infrastructure, such as water supply and sewerage. The council is made up of 12 councillors and the mayor. Councillors are elected to represent wards (areas in the district). Five councillors will be elected from the Levin ward. This is a first past the post (FPP) election, so you vote by ticking the name of your preferred candidate on your ballot paper. Utilities and services

Councils are responsible for a wide range of utilities and services that we all rely on, from rubbish and recycling to street cleaning. Councils are currently also responsible for managing waste water, storm water and drinking water infrastructure – the ‘Three Waters’. But that may be about to change, with central government seeking to shift the delivery of Three Waters services to four new larger entities, which could borrow enough to upgrade the country’s water infrastructure.

  • Investigate options for a modern and sustainable solid waste management facility.

    Introduce dual rubbish/recycling for public bins.

    Increase education programme to promote recycling and effective waste minimisation practices.

  • Greatly expand the range of goods that can be recycled, thus reducing the volume of waste going to the landfill.

    Congratulate the council employees and contractors who maintain our clean and tidy streets and public facilities.

  • Continue with the closure of the Levin landfill and find the most cost-effective options for future rubbish disposal.

    Increase ease of access for recycling more difficult items (batteries, paint, etc) by having more drop-off points in well-used areas.

  • Support establishment of kerbside organic waste collection and increased community education to increase recycling efforts.

    Ensure our services are delivered most efficiently and effectively so that our community receive value for funds spent.
